I have actual range 192.168.12.0/24 and I want to add 192.168.11.0/24 ip range.

You would do it the same way you added the first.
In Winbox
IP → Addresses; +; Address = 192.168.11.0/24, Interface = ; OK

I have a scenario and IP route table like below on my MKRT:
My bandwidth is 1Mbps.
When I was connect from an computer with IP 192.1698.11.100 to an IP camera 192.168.12.20 the connection was slowly (gave the impression that I reached ip camera from Internet).
Pinging IP 192.168.11.100 from range 192.168.12.0/24 goes about 500-700ms when that comp was connected with IP camera.
Monitoring the traffic of 192.168.11.100 with torch was about 700kbps (when I reach IP camera from 192.168.12.0/24 I have about 2-3Mbps)
I disabled all queue simple but the same situation.
Please, what may it be?
Maybe I miss any other config?
Maybe all traffic pass throw gateway 10.233.17.225 (that is on ISP) and than all traffic is limited to 1Mbps???

You have it setup properly.
Have you tried connecting to it from a different workstation on the network.
You may want to try upgrading the latest ROS.
Also from the router try pinging both devices. Does the latency show which side the problem is on?
Try forcing ethernet speed and duplex for your camera and the port for the router it is connected to.

I tried forcing ethernet speed and duplex for my camera and the port of the router it is connected to.
From the router I ping normally (with no latency) all devices.
I tried to change the ethernet port of the router for LAN, but no results.
All max bandwidth of the other range (192.168.11.0/24) is about 850kbps. It is really strange.
I have to resolve this situation urgent.

What about upgrading the software?
When pinging anything else on the second subnet do you see the high latency or is just the camera?
