I’m new to Mikrotik routers and I wanted to get some hardware to learn and test. I found a seller on Ebay who is selling a few RB1100AHx2 for 50€ a piece. From what I read, it used to be the top of the line a few years ago. In your opinion, is it a good router to learn? I’ll be testing OSPF, PPPoE and general firewall rules in a WISP environment.

For learning and testing RouterOS, I’d recommend to run a few CHRs with the free license in a virtualization environment (I run them on Hyper-V on my laptop). The 1100 series has some interesting features, like passive interconnection of two Ethernet interfaces when power is disconnected, but its routing throughput is just a bit better than the one of a hAP ac² which is a new unit for a similar price. Of course 13 ports vs 5 make a difference, and so does the flash & RAM size.
You can use CHRs along with GNS3 to help you simulate network topologies and test your configurations…
Indeed RB100 is a good Router.
concur better to get a hapac2,3 or hexS for that price.
