Before version 7.19.1, the CPU could run at full capacity under bandwidth test.
However, in version 7.19.1, the bandwidth test cannot run to full capacity.

Look at the License Level in the two screenshots. With P Unlimited there is no artificial limit. With P1 there is an imposed 1Gbps limit, which the Rx+Tx numbers do add up to.
As for why the license degraded from P Unlimited down to P1 I have no idea.
I don’t think that the license was downgraded: these are two different CHR instances. Even though largely erased the system IDs are clearly different.
