You’re wrong about that. Basic assumption is that signal in reception point will never be too strong for receiver to cope with it (and, btw, many countries have emission regulations that limits transmitted power so that EM levels at the point which is accessible by public are low enough … that’s partially the reason why pico cells, intended for installation in similar places as WiFi APs, have low Tx power).
Instead, LTE towers will transmit at maximum power whenever there’s something to transmit and by utilizing maximum power, higher modulation schemes (such as 256QAM) and less robust FEC can be used thus consuming less “air time” per bit transmitted.
