And else cannot select in mode something other than - any (802.11 doesn.t approve by the router).

Like I said, new products have mechanism that prevents you from changing mode. This is a rule set by your government.
and if i bought the device in russia and bring it as a gift to my american friend to his county - it will be the same problem?
Do not buy it in Russia, your american friend will not be able to use it anyway, his country has their own rules
