No internet - All Windows pc won't boot

I’m experiencing a strange situation:

isp provider router > mikrotik router > lan clients
dhcp server > client > static ips

If internet connection get lost but gateway is still up, all the WINDOWS lan clients no matter version XP, 7, 10 they take a big time at boot, blue screen / black screen… and after booting they either won’t allow local lan samba connections. Clients ping local server but won’t connect.
When internet is available they startup quickly and connect to samba without problems.

If the lan client call the mikrotik router as gateway and wait forever, is there a way to avoid these problem with some setting on the router?

Thanks, BR

A. Virus/Malware blocks/slows boot process trying to access Internet?
B. DNS in DHCP set to name/address in the Internet domain?

Thanks for your reply, I don’t think it case A no all pcs have mcafee antivirus installed…

B! Setting OpenDNS on mikrotik will solve?

A. There is no 100% effective anti-virus
B. Do not know … set DHCP to point DNS to any local IP.
