no user manage

I have 450G with hotspot activated

I drag all packages 4.6 and reboot router and don’t see user manager
in winbox anywhere

What am I doing wrong

upgrade to v4.10 and then install this package:
http://download.mikrotik.com/userman-test-4.10-mipsbe.npk

when I try to drag 4.10 all packages or combined package,ç

I get a message “could not download file write failed”

I have a spare 450 I am trying it on

It is the files for 400 series mipsbe.npk

try using FTP for upload
