Not getting full 10Gbps due to Firewall Filter Rules

I have a 10G circuit, when my firewall rules are enabled. I only get 6-7Gbps, when i disable the rules i get 10Gbps up and down. Does anyone know what could be causing this issue. I am using a CCR2004-16G-2S+ on v7.19.6 here are the firewall filter rules i had enabled that caused issues.

I would prefer having only accept rules and a single drop rule at the end.

Are you sure you want to open these ports to the internet, though being limited to the address list? Assuming this router is public facing?

What other rules are in place?
Are you using fast track?

I found the issue, when applying filters to the mikrotik it limits the bandwidth. We had to upgrade the mikrotik to a CCR2116 model and got the 10G with the filters in place
