NTP client does not sync

As you can see, packets comes OUT and IN in both routers. Why NTP doesn’t sync on client? I left this configuration for hours, still doesn’t sync.

Here I updated to version 6.11, but still the same.

I have the same issue

try another NTP server, one with from stratum0 stratum1

Already tried. I also tried 2 internal linux servers (which are successfully giving correct time for other devices).
