Behind the RB750GL I have a TP-LINK router which uses as primary NTP server 190.64.134.53 and secondary 190.15.128.72 and if it synchronizes the time normally

Have you tried trivially to put the IPs that the tp-link uses in the ntp client settings?
Of course I have used them and without any satisfactory answer.
What will happen?

Do other devices get NTP? It may be that your ISP block port UDP 123. Than it will not help anything you do with your MirkoTik Router
