Basically the document say:

The equipment works in frequencies uper to 5725 Mhz, specifically they are measured the 5825 Mhz freq. for a PIRE level of 48,2 dBm
In Spain the bands and applications upper to this frequency are the next:
5725-5875 short range equipments EN 300 440 Max pire 25mW UN-130
5725-5975 BFWA EN 302 502 33/36dBm UN-143
Say the "manufacturer declaration no “quote” test standards for this bands… (the declared band "ESI EN 3014 893 v2.1.1 is up to 5700Mhz)
I received a similar letter from the german regulatory authority (BNetzA), which says that the SXT-ac must not be sold, handed over or imported.
The german letter referred to findings of the above mentioned spanish authority.
I sent this german letter to MikroTik several weeks ago, but a statement of MikroTik still is missing.
How does the discussion about beta firmware relates to rf irradiation issues?
The regulatory authority claimed (in my case) that some sort of bad/wrong rf besides the main signal is being radiated by the device. I think this kind of issue is not fixable with firmware. It seems to be an hardware related issue.
The software bug is the cause of the issue described here. This software bugfix should be enough to reevaluate the above decision, but that’s for the legal deparment to sort out. I can only say, that this is an ongoing matter and MikroTik continues the work to fully resolve this.
