Omnitik UPA 4 red leds flashing

Hy guys sorry my english.
I have two new Omnitiks UPA 5HnD, when i power on the Omnitik on the POE port 1, the leds 2,3,4,5 stays flashing.
No beep, and the led 1 is off.
