On reboot my Mikrotik RB5009 gets stuck trying to download upgrade file

On reboot, my RB5009 gets stuck trying to “download” an update file that doesn’t exist. It takes a long time or several reboots to unstick it. The error is

upgrade status: failed, failed to download file ‘routeros-arm-7.6.npk’, no such file

The router is already upgraded and I can’t see anywhere / script that asks it to do this.

Any ideas?

I disabled the update service on Capsman and that stopped the error in the log (I know how to fix it to put different upgrade packages…) but the hang is still happening. I’m thinking it’s possibly the DoH setup, I need to remove it and test (a pain as it means I lose the router for a good 10+ reboots). Has anyone seen anything that could cause the router to just sit waiting? Nothing else showing up in the logs.
