With the 200kbps minimum rate I can guarantee the voip works correctly but I don’t know if there are some primary service that use the high ports.

506x / 500x / 800x

Are used for VoIP.

Any P2P program CAN use, for example port 53, 80 and 5060.
Also on any port on 0-1023 interval…

If you prioritize using the port number “only” you not really block P2P.

Opinion on P2P limiting approach
About the title: If I pay 2M/2M, I want use my limit for everything I want.
If you not write on the contract with the notice “the P2P is limited to 64k (for example)”, you commit one fraud…

Is better limit the max numer of concurrent connections incoming/outcoming for each user devices, and limit on CPE side the max upload, as the user pay.

Full 100% ack on that! Let the customers decide what they want to do with their bandwidth, it’s not your business to decide for them.
