Parent proxy on web-proxy

Please, may someone explain me exactly (maybe with one scenario) for what parent-proxy, on web proxy is used for?
Can I add another proxy cache and other proxy policies (on another machine) ?
Who will be primary (master)?

What OS must be installed in order to use squid? Can we add it on Mikrotik as Gest OS?

Squid is a part of Mikrotik RouterOS. It used on IP Web Proxy.
