PCQ Fair Queueing How-To

I’ve scoured documentation on the Wiki and in the forum, and constructed a quick tutorial on how to set up ingress PCQ for managing low-rate or quota-limited Internet connections.

I’ve tested the burst and throttling successfully, but I do have a couple remaining questions about the ring buffer behavior when you set the PCQ to rate=0. If you do that, do Limit and Total Limit still function as they would otherwise? i.e., if the ring buffer is too small, you still will not see the full rate of your ingress being divided out?

Also, how often is the number PCQ connections recalculated? e.g., if not all of the IP addresses on my LAN are actively receiving packets, how does the PCQ determine when to count them as active or not? Is there a time-limit for age-out, e.g., every second, 5 minutes, etc.? And is there a way to adjust that age-out? If I have 10 clients on my network in one hour, but then 2 clients on my network in the next hour, and I set the PCQ rate=0, when will the ingress be divided against the 2 clients instead of 10 clients?
