PCQ not working as it should

Here is my scenario, i have three vlans from ISP Internet, Catch server & ftp. I have PCQ catch VLAN and Ftp VLAN for every user but for some reason while someone start download from catch server or ftp download speed is 20M, what i have permitted through PCQ but after 10 second or 20 second speed decreases to 5M. My bandwidth limit isn’t problem cause i have 200M limit from isp but users are using only 120M or 145M below you can see my settings. Can anyone help me with this i am using simple queues.

I wouldn’t be surprised if that’s your ISP doing. Reducing download speed after first X mb.

I am quite sure and asked them they are not doing this cause this are cached data in server and up links are 10g with 200m limit to my ccr
