PCQ Queueing over Routed Segments

How can I set up an overall PCQ Queue using different routed network segments?

i.e. subnet 172.6.0.0/24 has PCQ setting with 3000k/3000k

172.6.0.10 and 172.6.0.20 are actually routed segments of the network that have multiple nodes behind them. Therefore I want the bandwidth equally split between 172.6.0.10 and the rest of the subnet being individual nodes as opposed to network segments.

I can give .10 and .20 simple queues with limits set which guarantee them the bandwidth. What happens when there is minimal traffic from .10 and .20? Will the bandwidth go to waste or is the PCQ intelligent enough to pull the bandwidth away. Also, if .10 and .20 have lots of traffic how will it be evenly split between all the nodes on the 172.6.0.0/24 network?

Rambling here but hopefully it will make sense to someone. Bottom line: I have each tower routed as a separate network segment. I want to ensure that all users get equal bandwidth. Is this possible???
