Could you tell me where I can change value of WiFi refreshing period. I mean when I turn on WiFi on my client device SSID of my router appears only after 30 seconds. I want it appears immediately.

so maybe its client-relevant ?
cuz AP status refresh rate, for example - only about statistics/performance, rather than SSID apperance.
p.s.
its only appear after 30sec or can connect after 30sec ? try not wait and connect instantly. usually is enough to check something like “connect to hidden access points/ssid” or something(but on some late droid/wp may b different).
