it depends on how much bandwidth each client will have, how many firewall rules and other factors.
they will have a 20 kps and about firewall i cant understand what does you mean ((you mean filters)

What do you mean by 20kps? Is it 20000 packets per second or 20kilobits per second? 
Most likely 433 or 433AH will be good enough. Anyway, look at this speed comparison diagram

Have a look at www.routeboard. com for comparesons. If users using 29k than i would sugest using RB450G. I replase a PC with around 50 users with this and running good.
