The RB5009 has it (optionally).
IEEE 802.3af incurs extra cost, and home APs are in a price-competitive market.

Maybe OP is referring to the newish hap AX S that has just been released but uses the "old" passive 28 V max PoE.
Sorry! RB5009 does not have built-in wifi.
And the hAPs still with 24V
Except cAP and wAP have Poe in 48V, but Poe Out is missing
