i think you have to use an passive POE injector to power up your RB751U using PoE, also use proper power adapter which supplied with your router.
router you are using can use 12v to 28V PSU. if your 3rd party device supplies that voltage over spare pairs and with correct polarization you are fine. Unfortunately, most of 3rd party are made to support 802.3af
you might want to use converter like this - RBPOE-CON-HP 48v to 24v PoE Converter for RouterBOARD
