I would install in a remote site an adsl modem and a mikrotik with POE.
I would like to do this:
- the modem locks (no ping to internet) the mikrotik powers off the modem using POE and then it powers it on again.
Can I do it?

if your ADSL modem supports PoE (power over ethernet) then this is doable using RouterBOARD devices that support PoE-out. Just script in netwatch what to set on ethernet interface when target is not reachable.
