POE vrs Power Jack

Hello

With the RB500 specs say Jack and POE can be 12-28volt

With RB133 jack is 9 - 28v and POE is 16 - 28V

What’s is the diffrence? why would rb133 be not the same for poe and power jack?

My educated guess would be that they are pre compensating for voltage loss over POE so you don’t have to rack your brain about it.
