I have VOIP devices with specific IP Addresses
on my network. I would like these devices
to have the highest bandwidth priority regardless
of anything else on the network.
How can this be done ?

Use mangle to mark the packets for these specific devices.
Queues are used to set priority and bandwidth limitation, use ‘packet-mark’ option to set highest priority to VoIP devices traffic.
