We have a limited connection and we want to give priority to Skype calls. I read many articles and posts , and most of them are saying it is difficult to do. But, we are a small community and I can setup a certain port on each users laptop for Skype and direct Skype calls to use that port. Lets say 4066. I want Skype use to bandwidth as much as it wants and rest for other usage. I revieved forum and found some examples but not sure if those fits for me.
Any idea?

A bit risky letting skype use as much bandwidth as it can-- You do realise that skype will use 1.4Mb for HD video if it can! And on the other hand video works at 300kb.
Do you have any “stand alone” skype phones?
If you do then search for my post, its quite straightforward and has quite a high success rate.

Thanks for info, but users have assigned bandwidth, highest one is 1 Mbit / 1 Mbit, so they cannot exceed 1 MB. Is it a better way to assign a bandwidth to Skype ( or a port ) but when there is no Skype traffic, other traffic can use that bw
