If I double click filter entry in winbox, than in log I see “item moved by user”… But I dont move it, only edit! But if I editing item via keyboard - no message appeared.

Can’t reproduce it on any of platforms. Maybe your hand is shaking when trying to double click

It is possible that your mouse sensitivity is very high and between clicks mouse moves. You can try to reduce mouse sensitivity.
oh, now I can confirm unwanted behaviour of WinBox, and it’s here at least since 3.27:
on any ordered list (routing filters, firewall rules, etc.) if you drag the rule a bit (when bold line appears showing new position of an item) and then drop the item on the same place, “item moved” event is triggered, but order of items stays unchanged
why unwanted? for example, if you “move” routing filter, it is applied again, so if you receive huge routing table via BGP, it will be recalculated
how to fix: check old and new positions when moving, do nothing if position was not changed
