possible proxy arp problem

hello,
i have a fully-routed network and bts are on layer2 to core-router trough some EoIP tunnel.
All EoIP tunnel are bridget in “bridge2”.
PPPoE server is attached on same “bridge2” with public IP pools (dynamic allocation).
'cause i have only public /24 i use proxy-arp on eth1 (WAN port to internet).

some time a sip session in udp not work.
investigating on this problem i’ve found that in a pppoe tunnel “a.natoli” with ip 94.xx.xx.101 i see a sip request with another ip of another tunnel 94.xx.xx.111 (e.ditria).
On a previous ppp session, this 2 customers had reversed ip addresses: a.natoli had 94.xx.xx.111, e.ditria had 94.xx.xx.101
Today, in current ppp session, a.natoli have 94.xx.xx.101 and e.ditria have 94.xx.xx.111

but looking traffic on pppoe-a.natoli interface i seen sip udp packet with ip assigned at pppoe-e.ditria interface
