PPoE Customer redirect to a especific web server

can someone help, i try do a redirection on ppoe cliente to a especific web server, how i do this and if this is possible.

My IP spool is 192.168.254.10 -192.168.254.240 and my web server is 192.168.254.5/central

in what events do you need to redirect them? simple redirect means forbid direct web browsing =)
