PPPOE Bandwidth problem with cisco router

Hi!

We are a small ISP and are facing a problem with one of our customer.
The customer has a gigabit cisco small business router, that router is connecting to our network via PPPOE (on gigabit fiber line with a media converter cause the cisco has no SFP module support) and the problem is that the bandwidth with speedtest can’t go further than 100-150Mbit, and it should go with Gigabit speed.
If we put there any other router like a Tp-link or RB4011 and use the same PPPOE profile we can measure the desired speed.
Funny is that if they put that router with the same config on another ISP network they can measure -950Mbit.

Our topology is looking like this →
Core router (CCR1036) -VLAN X with PPPOE server on it ->(tengig direct attach) CRS317 → (tengig FiberSFP) CRS309 → (gigabit fiber) Media converter → Customer router
Tried with another config too , we haven an ACCEL-PPP PPPOE server with tengig connection both ways , but the speed is the same when he connect with that router to ACCEL-PPP PPPOE server as directly connecting to the CCR1036.

Does anyone have an idea what can be the problem ? Maybe MTU ? We are out of ideas.
