PPPOE server delivering always the same ip

Here in my pppoe server users are connecting
normally and always getting the same ip.

I set up a pool of ip with 4 classes C that server.

Is there a setting to fix this “problem” ?

if user reconnects in a short period, then it gets its previous IP. it’s by design
