PPPoe with hotspot features

I have Mikrotik RouterOS v4.11 with Hotspot on Intel PC. I read somewhere that you can set up PPPoe server with hotspot for advertisement for people who didn’t pay their money

Is thier a way such that the hotspot login doesn’t work but only after PPPoe login.

I mean user to use the internet have to login by both PPPoe and hotspot

I have set both pppoe and hotspot but they are separate accounts.

I have an idea.

In normal condition, pppoe accounts are the one that work and ihotspot one is disabled.
In the beginning of the month using a script, the pppoe account is disabled and hotspot account with an AD to pay money is enabled(they didn’t pay money so the AD appears frequenty and the same for the one take the internet from them using netcut).
when the person pay his money, I manually disabled the hotspot account and enabled the pppoe account.

Note:
I have one problem.
I set pppoe pool 192.168.3.2-192.168.3.254
hotspot pool 192.168.1.2-192.168.1.254
hotspot page: 192.168.1.1

I limit winbox access to 192.168.1.50 (I have hotspot user before)
I will be always using pppoe account for me now. How can I access winbox
