We bought RB1100 router board to Run a PPTP server over it + Radius on Other server for 1000 online users but not more then 400 users are able to connect on it and RB1100 cpu show 100% usage.
Any one Can advice me about it.

There are no hard and fast rules for this. The main variable is packets per second. 40 users all doing very high speeds can cause more packets per second than 4,000 users just idling. PPTP also incurs encryption penalties, and RB1100 have no hardware to do encryption in.
It is very well possible that an RB1100 is insufficient for your needs and that you need to move to an x86 platform.
