Private to Specific Public IPs timing out

All,

I have configured my router to NAT and masquerade. Users can reach public IPs but timing out with a partners address of http://100.100.102.25:80/binderest.dll and page is not going either.

I used other Modem outside my router and it was going.

Please I actually need help for this.
I can reach other addresses on the internet but I can’t reach this destination where I have a database http://100.100.102.25:80/binderest.dll
