Problem bandwith at pppoe client

Hy everyone.
I have the folowing problem:i have 2 isp wich provide me equal bandwt (300mbs dwld each,non guaranteed,but no need that).
I create pppoe server for clients using ISP1 (ISP2 is backup), and a dhcp server for office.On dhcp network i get full bandwith on office computers ,but,on pppoe clients i get between 20mbs and top of 50mbs on each client test by ookla without any queue restrictions.
What can be the problem?
PS:i am newbe in pppoe-server setup.

have you thought about sla?
and which queueing methods or bandwidth management did you use?

I heared about SLA but i do not know how to implement.I can drop of backup ISP conection(so fare no 1*ISP no problem),but my problem still stands.I use QUEUES foe bandwith management.
