I haven’t used an RB4011 but the attached PDF shows how I managed to get SSTP VPN working with RouterOS.
If you are using self-signed certificates then Windows 7 (actually, all Windows versions) will fail the connection due to an invalid certificate. In that case you will need to import the SSTP server public key and trust it; better still, use a supported CA like Let’s Encrypt.
