What “quota”? Do you mean “queues”?
If you mean queues, the queue for each user should be added to a parent queue, so that the rate is divided between them. So add (manually) a queue, specify your total upload and download in it, and at the ppp profile, use that queue as “parent” queue.

So why there are fields to specify TX / RX, but no way to do that?
