Problem with my CRS354-48p-4s+20+

I purchased a new device model CRS354-48p-4s+20
I installed a new network and connected three access points PoE and 7 computers and when I restart the CRS354 device it does not work (as in the attached video) and after several attempts to restart the device it works, but when I restart the device again it does not work again What is the solution!!!

I didn’t understand why all ports were stopped (disabled)? What is the problem or solution? To activate it or solve the problem?

Please look at this video all ports do not work when disconnecting all wires and restarting it works
