I have an RB532 and have copied the lastest version of Router OS to the root dir of the Router and have done a restart but the board will not upgrade to the lastet version , can anyone help me.

may be you have expired license.try netinstall
I have a Level 4 license
I thought you could upgrade for free to version 3.0
Also tried net install but could not figure out how to get it to work, can you help me

First make sure you are uploading the -ns package(s) for routerboard. After reboot the log might tell why your 532 is not happy.
