looks like the public interface of your router has firewall enabled. this is good. you just need to make access for yourself. you will need to ask somebody in the local network to do this
there are many ways how to ensure administrative access from the internet side.
how make this in my server ?

Paste this rule in new terminal
/ip firewall filter
add chain=input comment="accept winbox" dst-port=8291 protocol=tcp place-before=0
You may also wish to add src-address=a.b.c.d/e to the rule to further restrict the IP Addresses allowed to access the router with winbox
