Public IP PPPoE

Hello,
i have this Structure ESXI in Cloud installed Router OS on it.
get from the server company 400 Public IP . i want to do the following :
1 router board used as 2.
so my customer have already internet connection without static IP i want them to surf internet with the static IP from my Cloud.
i CAN config the Cloud Router in ESXI as PPPoE Server to give internet and Static IP but in this way i need 2 Routers by my Customer , 1 to connect over VPN (L2tp) to the Cloud Router and second to Connect to PPPoE so i will diagram it :

CLoud Router in ESXI ---------|L2tp|----------|Mikrotik1 for L2tp Connection|-----------|Mikrotik 2 for PPPoE|

in this way it work as i need and customer behind mikrotik 2 have Static Ip and can Surf internet from my Cloud Router but as i said it need 2 Routers for that.
can i do the same diagram with only 1 mikrotik installed by the customer ?? i tried on mikrotik 1 the following: ether 1 Wan connection by the customer L2tp connection and ether 2 in bridge , a Lan cable from Ether 2 to Ether3 and then PPPoE Client on Ether 3 . here i can get both Tunnels working PPPoE and L2tp but customer cant surf internet and Tunnels after few Minutes stop Working…

so if there is no way to use 1 mikrotik to get L2tp and PPPoE on same mikrotik . i am willing to build for the customer his own mikrotik in the Cloud Server and i know that there is a way were i can connect the 2 Router with L2tp and Get Routing in Customer Router Board to surf over the L2tp IP and not over his own Dynamic Ip .
how to do This please..

I’m not sure if I understood your question properly, but why do you need PPPoE, why customer doesn’t dial out L2TP to your cloud router and once l2tp connection is established customer gets static IP from Cloud router and uses l2tp connection as default?

thank you for reply , well i want every customer to get his own IP not to get all of them the same Cloud Router Ip, but i get it to work with MetaRouter thank you
