Public IP to client

I would like to give a Public IP for my client.

x.y.z.16/28 — Public IP from my ISP (eth0) proxy-arp
x.y.z.17 ------ Gateway
x.y.z.18 ----- IP for client (eth1)

Please someone give me the configuration.
