Can pw48v-12v150w power supply charge external batteries ?

CCR1072 doesn’t have any idea about external batteries.
The referred product is a power supply for CCR1072 … just that it takes -48V DC (telco DC power standard) as input instead of 220V AC (or 110V AC or whatever might apply in your country). It’s not an UPS without batteries.
So, in a sense, it doesn’t charge external batteries, it drains them 
For charging batteries, supplied voltage must be higher than battery nominal voltage. For 48V lead-acid batteries this is about 54V (at room temperature).
Don’t know about voltage output of “pw48v-12v150w”.
Charging other battery types like NiMH or Li-Ion you need special charger.
