QoS on half-duplex

I’ve been checking various QoS strategies…
It seems only way to properly implement QoS is to specify max speed of your line and QoS outgoing (upload) traffic.
But now my question is, if our line is, say 40Mbps half-duplex, when saturated with downloads, upload speed will be significantly less, say 10-20Mbps.
So how to determine max speed, or rather how to implement proper QoS, on half-duplex as it is dynamic and will change as ingress traffic fluctuates.

Half duplex is tricky - best i found was to limit traffic on both ends to ensure that not more than necessary traffics goes in the link on each end, offcourse it ment that i had to put strict line how much in one and how much in other direction.

Thanks for the reply.

Problem is it’s break-out/border router, so I have no control over incoming traffic…
I suppose I’ll have to turn the symmetrical link into an asymmetrical link (limit upload to, say 30% of line speed) and hope my users watch more Facetube (or whatever that thing is called) than upload.
