Yes.
Check IP>DHCP-SERVER>LEASES for the IP’s of your devices, maybe make them static by double clicking and using “Make Static”
IP>FIREWALL>MANGLE pre-routing mark src-address, one rule for one IP and another for the other. Mark connection and mark packet
QUEUE>TREES> Create master upload and download trees then priority 1 for your marked devices and 8 for “no-mark” devices.
