QoS traffic prioritization

I have implemented QoS traffic prioritization, from 1 to 8.

Please, I need to clear something, what QoS is doing in these case: only limiting traffic for different of queues and acontenting firstly “limit-at” of queues with higher priority or queueing some traffic and letting passing firstly packets mangled with higher priority?
