If network interfaces are UP, they should respond to MAC telnet/MAC connection from winbox, even with no IP address on them.
I had similar situation, but network interfaces were not up and I had no console or keyboard… solution was to use USB to lan adapter. After I plugged it in and ROS booted up, it was accessible using MAC winbox over it and I could configure everything. Cheap AX8817X usb to lan was all that was needed.
