Questions about PoE output ports

Hi All - I’m playing with my new Power Box Pro (RB960PGS-PB). It’s powered up with the 24V 2.5A power supply it came with. I need it to power a SnapAV Luma IP Camera and a Ruckus Unleashed R510 Access Point. Bench testing it today and it will power up neither. I happen to have a DoorBird doorbell to test with also and that will not power up either. Another MikroTik that I happen to have, an RB760iGS, powers up just fine from the RB960PGS-PB. I think I’m running up against the limits of passive PoE vs. IEEE standard implementation of PoE. If so, can someone please confirm? And also if so, is there a way to overcome such a limitation? What else could one possibly use the PoE outputs for, save powering other MikroTik devices (and maybe Ubiquiti)? Disappointing day of discovery if this is ‘just the way it is.’ Thanks for any insight offered.

Passive PoE is a completely different animal from 802.3af

This device can power 802.3af and at PoE - but only if powered by 48 - 57 volts. Take a look at the second paragraph:
