As it is known most of Mikrotik devices support 1000BASE SFP fiber modules but not 100BASE.
Is this limitation comes from hardware, firmware or software?
Is there plans to introduce more devices with 100BASE SFP fiber module support?

Mostly it’s hardware limitation. Right now only devices with combo interface support 100BASE over fiber: https://wiki.mikrotik.com/wiki/MikroTik_SFP_module_compatibility_table#SFP_interface_compatibility_with_100M_fiber_links
There are no plans to implement 100M transceiver support to other devices, at least for now..
