Is it possible to enable\disable some queues in Queue Tree at some period of time ? (maybe using a script)

yes, you may set enable/disable scripts for queue trees.
there is time option in mangle, this can help you to set queue trees by time.
When you mangle you traffic, just add one more condition to each rule. That would be the Time matcher. Consequenly, your queues will catch traffic only on the times specified in mangle.
No scripting neded at all
